Main dimensions of the Center's work scope are as follows:
- Information support of the decision making process at Rosatom in terms of innovation policies and technology marketplacement;
- Prioritization of R&Ds and their management, including methodology guidance and project management support
- Inventory, accounting and registration of intellectual capital items at the enterprises and organizations of the industry
- Cataloging of innovation products, market research, technology transfer and branding
- Information and consulting support
- Methodology support of the innovation project bidding process
- Assistance in Rosatom transfer technology offices establishment, as well as organization of technoparks and business incubators at industry institutions and enterprises
- Provision of the formation of inter-industry channels for technology development and diffusion
- Support of international collaboration on innovations and technology transfer
The Russian nuclear industry originally is the combination of scientific and applied knowledge together with vast production capacities of numerous enterprises and institutions. The outstanding potential of the Rosatom complex makes it possilble to capture competitive wins and deliver results in the form of new technologies and products.
However, until 2005 there were not any nuclei of intensive growth that whould be adequate to and resulted in fast development of the nuclear industry in Russia. Main reasons for this miserable case are :
- Shortcoming of legislative and normative bases that regulate the issues of innovation policies and intellectual property rights at the territory of the Russian Federation
- Absence of the system of prioritization of R&Ds, as well as wrong concentration of resources and efforts towards commercialization and technology transfer
- Traditional orientation at knowledge production, but not knowledge circulation and applicaiton
- Out-of-date system of decision making/review while financing R&Ds and technology transfer efforts
- Insufficient development of the institutional environment for innovation activities
- Low qualification of the staff involved in the innovation development at the institutions and organizations
In order to improve the inferior situation with R&Ds management the Rosatom top management made a decision to create an innovation management industry office, which has the following functions:
- Institution of the innovation environment, including development of methodologies and rules, as well as organization and management of industry innovation processes
- Ensuring the access of all participant of the industry innovation process to information and management resources (finances, personnel, methodologies, etc.)
- Management of innovation mega projects, including creation of new markets and prioritized development based on technology foresight and strategic marketing
- Establishment of the interface with the outside environment - potential partners, investors, producers and innovation infrastructure
